No, but Matt has a working blog module in the Fallout development for
phpWebSite v1.0 which would do pretty much the same thing for you.
You'd maybe miss the Wordpress plugins perhaps.

Robert Kennedy ex of phpwebsitemanual.com is doing something similar
sharing the user tables and logins between branches. I don't think
there's any content shared in what he's doing - ie. no shared
announcements.
You could also use phpwsRSSfeeds to share announcements and a few other
parts of the sites. Not ideal use of resources possibly but a practical
work around perhaps for now.
But yes, a shared system where the branch sites feed a central hub site
with data and vice versa would be very, very, very useful.
