I spent a good 45 minutes going over the intent of the RFQ questions with Irving staff yesterday while on my personal cell phone and on my lunch break at work. Since I am a civil servant I cannot take funds for this project. However, I am willing to do the following: 1.) I understand the RFQ process. That gives the community one up on the competition. 2.) I want to finish the rough edges of the wiki documentation. This RFQ will help do this. 3.) I will sign the initial conflict of interest form. 4.) If the community's RFQ response passes the initial screening and a presentation is requested, I'll fund my airfare expenses to travel and present at Irving Texas. 5.) I'll wiki the RFQ as a "Will phpWebSite work for me?" type document. 6.) Irving is a MS shop now but a new ITD director would like to look at open source more. You see the question here is, "Do you spend your capital dollars for Police and Fire--which re-elects people--or vaporware such as software? The obvious answer provides an edge for a proposal response. 7.) I'll need several theme designers and developers in the major times zones. Hehe--you see 24x7 support is easy to develop with an Internet developed application. If Irving TX selects phpWebSite as the successful proposal and if Irving TX selects you as part of the final support solution offerings, then those that accept will need to fill out a conflict of interest form, CIQ. 8.) Perhaps singletrack or someone with a stable interest in phpWebSite would consider hosting an asterisk pbx. For example, mhoynes, could host a pbx and singletrack could host a pbx for developers across the pond. The federated pbx system could provide both land line and VOIP iaxy service to developers. This would allow Irving one point of contact phone number. The pbx could then route the calls to the correct federated staff based on timezone and availability. Irving really wants a vendor that they can call to coordinate problems with. The proposal can fund the costs of that pbx server. 9.) Patches will be required for some of the items in the RFQ. 508 may be one of them. 10.) The RFQ is on short notice. I plan on have a long weekend and take off Monday 8/28--the due date. I'll have the signed documents ready. The proposal says, "Written quotes (Mail, Fax, Email with Signatures) will be accepted until 5:00 p.m., August 28, 2006." If the document is too large for email, then I'll need to have help or the ability to create an Irving release on -comm so that they can download it. If I have to Overnight the document, Next business cuts off on mid-day Saturday. That may or may not be enough time. 11.) Hehe...we don't need no stinking hardware in our proposal. The proposal will point Irving to their existing WSCA (say as wisca) = Western States Contract Alliance or something contracts. Most vendors overcharge for hardware. The RFQ will recommend that Irving uses their existing Dell or other preferred WiSCA vendor to drive the hardware purchase and hardware support. They have an efficient system in place. Moreover, Redhat or SuSe/Novell can be contacted for the OS support. It would be up to Irving to decide on these options. 12.) Hint Hint: We'll be going up against some very high dollar proposals. If successful, there's a chance for some very nice stipends out of this deal. HeHe...we're not selling software licenses. CahChing! By the way, did I mentions there's the chance for some very nice stipends? 13.) Please send email responses for any themes or modules that I am missing. 14.) Please send an email response if you are interested in being part of the support solution. 15.) Even if you are not interested in the support solution, please be willing to fix any modules bugs within the next 90 days. Moreover, singletrack is ready to do the 0.10.3 release. Please do what ever you can to help drive out any final bugs you see in his pending release candidates. 16.) Please help stardog refine the 1.0.x series. This is another edge that the community already has in the proposal process. There's a nice stable release and a new cutting edge version that has already reached a great deal of stability. 17.) So what if the proposal is not successful? The community will have advanced the software a great deal. If you'd like to try other RFQs, then you already have the infrastructure in place! A nice LinuxJournal, Linux Format, or other trade publication article could really bring some nice publicity to the phpWebSite project along with marketing of the solution that would be in place.
