No, but Matt has a working blog module in the Fallout development for phpWebSite v1.0 which would do pretty much the same thing for you. I don't think there's any content shared in what he's doing - ie. no shared announcements. You could also use phpwsRSSfeeds to share announcements and a few other parts of the sites. Not ideal use of resources possibly but a practical work around perhaps for now.
