It's more like it's an extra piece in deciding 'why' something is 
displayed, not just 'where' so I think it'd match up even if you can 
display blocks inside pages - which would be damned useful btw. The 
idea is to be wider than just a block module so that anything with a 
content variable is able to be told 'why' it should display.
