[Phpwebsite-developers] New Change Log

Hello Everyone,

  I have added a change log file to the docs directory of phpwebsite. 
The current version should now contain all changes to phpwebsite since
0.9.3-4.  If there are any errors or missing information let me know. 
>From now on please add a corresponding line to the change log for each
CVS commit.  Thanks!
