There's a whopping great big list of these tools at 
http://www.bris.ac.uk/is/projects/cms/ttw/ttw.html and that's out of 
date. I bet everyone has their favourites.

At one point the candidate for inclusion was HyperTextArea which 
generated much more compact code than HTMLArea. See 
http://sourceforge.net/projects/hypertextarea/
