Wendall mentioned to me offline that there may have been a fix but was
never checked in for my problem.

I live in Wisconsin and Wendall lives in Idaho.  So we are already both
very cool.  However this fact has one side-effect.  When I migrated some
phpws sites to his server, suddenly all the times for calendar and
leaguesite games were off two hours.  I'm assuming this is because his
myqsl database is set to Pacific time, where I am in Central time.

Is there currently a way, or should there be, to define the Time Zone
for a site, as well as for each branch of a site.  I think there should
be.  I know that MoveableType does this for each site.
