Richard, This is a pre alpha version that I released just for testing. I warned everyone that these files were missing. Here is an updated tarball: http://phpwebsite.appstate.edu/downloads/pear/pear-1.3b3+.tar.gz When 0.9.4 is ready for general release, library files and the like will accompany it. For now it is in a raw state and not ready for criticism concerning its readiness.
