[Phpwebsite-developers] bulletin board module

Is anyone considering writing a bulletin board module?  I need something 
like a simple "Matt's WWWBoard", nothing requiring logins or anything.  
I realize that the "comments" system acts just like this.  Can comments be 
used just as a standalone page?
