+1 to the idea of a 'files' or 'data' directory in the phpws root where each mod creates its own directory for storing files. The only reason I don't like putting it in the docs directory is because most mods will be storing files that are not necessarily documentation (i.e.: archives, personal documents, spreadsheets).
