[Phpwebsite-developers] User Menu Update

There is now a default file supplied with each module that indicates where
it believes it should be filed in the user module listing.

This should help with the overwhelming confusion with the admin screen.

Also, if you have any suggestions to make the admin screen easier, please
post them.
