[Phpwebsite-developers] cvs install not creating valid config.php

I tried doing a phresh install from the latest CVS.  However, after going 
through the config setup, phpws had written a 0kb config.php which was 
(obviously) completely empty.  So naturally when I continued on phpws 
didn't know anything about the database and couldn't continue.
