[Phpwebsite-developers] pear issues

Thing have been odd and some pear libs seem to have moved from where we
have it. php-4.3 or pear1.0 and the IT stuff. I will be trying to resolve
this  today so everyone may need to get our new libs or switch to the std
ones.  Ill let everyone know but your cvs copy's may come to a halt if you
update and have the old libs.  It should not be a big deal however. Just a
dir switch out or del the pear_path.php file.
