[Phpwebsite-developers] PEAR library inclusion

I'd suggest keeping PEAR libraries as an included download. I've actually
run across web hosts that don't allow their users to touch the PEAR
libraries installed with PHP for "security reasons". For these folks having
a default PEAR library already with Fallout will simplify installation and
reduce support questions. However, an option to point Fallout to the system
PEAR library would be nice.

Lastly, there might be three Fallout downloads, one with PEAR libraries, one
without, and a file that tests for PEAR libraries. Slightly more work you
folks, but does give us users and developers an opportunity to pick what
would work best for us.
