[Phpwebsite-developers] Theme Competition

It seemed most people were good with the theming competition.

I would like to hear suggestions on how it should be presented.

Does the theme have to follow our old structure?
Who is the theme submitted to? (php...@tu...?)
Who decides the winner? Us or polling or should their be two winners?

We could also display the finalists (if we get enough entries) and then
run the winner with the Fallout final 0.9.0 release.

Let me know what y'all (<--southern term) think.
