[Phpwebsite-developers] Documentation Tool written in php/mysql

I am looking for a system that allows me to create html user and 
technical manuals on line.    Some such thing must exist, but putting 
"documentation tool" in google is no way to find it.

What I want to do is to associate an image (screen shot) with a 
section title and an image subtitle and some text.

Sections are rolled up into pages, which are rolled up in chapters, 
which are rolled up into books.  ( I am describing a system I have 
already written in Oracle ... Hence the detail )  

Table of contents is generated, and also index.

Judging from online documentation that is available -- like at 
php.net for instance, there are tools that do this.

Can anybody point me to any of them?
