Modules changes are described in both
docs/developers/module_installer_api.html and docs/mod_example

Themes changes: uhm...as far as I remember we changed:
 1) plug_check calling convenction
 2) a lot of variables previously found in config.php are now part of
the db (poll docking, for example)

Please note i still need to change some things in themes about polls
handling.
