[Phpwebsite-developers] module/ theme stuff

As we quickly are moving toward our next release I need to let the module and
them people know what has changed.  This will hopefully allow for a smother
migration of users to 0.8.2.  If you changes anything that will break a
theme or modules let me know. I will also go over the expanded module api
with the mod people.
