[Phpwebsite-developers] PEAR stuff

Due to the new core using the pear libs we will start to get people that do
not have any idea what there are or how to set it up. I have created a pear
install section that contains directions for root and non root users. These
libs are also available for download.  You can see everything under the
download page near fallout.  So now if you have a user that ask just point
them there so you do not have to explain everything.
