[Phpwebsite-developers] update/install now more reliable

Hi All,
I've jsut fixed update/install to make them correctly handle upgrades
from 0.7.x (bugs: 505361, 505395 and 505408).
I also changed install to use poll_setup to set up tables intead of
doing it on its own (this helped fixing 505361).
More fixes to come.
