Hi all,
I've moved $help_system to my new "Look and Feel" admin panel;
upgrade/install scripts had been conseguentely updated.

I've also added a new function to mainfile, called form_options();
It generates and selects options of a <option>/<input
type="radio"/<input type="checkbox" form.
I've used it during creation of my Look&Feel panel, and I think it could
be useful for other developers.
The new function is commented in the /** */ style, so it will be
auto-documented at next docs sync.
