[Phpwebsite-developers] Config file management

We need a function that will allow the admin to manage certain of the 
variables in the config.php file. This is probably only a temporary fix 
which will be superceded by version 1.0 when it comes out.

Here's my spec for this function.

1. It should be in the core and accessed via the admin control panel.
2. It should allow an admin to set variables in the config.php.
3. There should be a file or table that contains the list of variables that 
can be modified through this admin feature.

Examples of variables that one might want to set via the admin control 
panel are: $defaulttheme and $sitename.
