I've just committed two fixes:

1) fix in mod.php which should fix bug 486233 "mods can be called even
if deactivated"

2) fix in comment.php which should fix bug 486798 "comments pass through
html tags"

Please check them both!
Ah, I hereby admit that the first fix is a really dirty trick based on
$HTTP_SERVER_VARS, I'm not so sure it works in every environment, as it
should... plz don't blame me too much :>

PS: For some unknown reasons this morning I'm unable to change bugs on
Sourceforge.... I'll set these two as "closed" as soon as Sourceforge
let me do it :>
