[Phpwebsite-developers] 0.8.0 - num_sections and num_layouts

In versions prior to 0.8.0, the number of sections was configurable in the 
config.php file. However in this version, it has (rightfully) been moved to 
the userpage_config.php file. Prior versions also recorded this number in 
the database....

Now, does this mean that it is safe to change the number of sections over 
time (which wasn't recommended before)?

It was also recommended not to change the number of layouts. In 0.8.0, is 
it safe to change the number of layouts (and add layouts?)?
