[Phpwebsite-developers] fopen checking of version causes a problem

Sorry to be posting this here, but SourceForge is down for maintenance.

Apparently, fopen doesn't have a timeout.

Since phpwebsite.appstate.edu, is down at the moment as well, phpWebSite
hangs on the @fopen when checking the phpWebSite version. Turning off the
version checking bypasses the problem.

The solution would be to use fsockopen so that a timeout can be set. I would
have written the code and tested it except that phpwebsite.appstate.edu is
down, so, I can't test the code.

Also, apparently, there are a number of other references to stuff on
phpwebsite.appstate.edu (primarily references to graphics in some of the
themes, I think.). These need to be fixed as well so that they don't hang
phpWebsite sites.
