[Phpwebsite-developers] New language file

Hi out there,

in accordance with Brian and Alain (who did the french translation) I am
going to prepare a completely new language file for phpWebSite. The actual
[[TRANSLATE]] statements contain fragments of phrases and commands, but no
variables. This system is very unflexible and does not fit different needs
for different syntactical rules in foreign languages.

At first I wanted to do this work after the re-coding is finished. But Alain
and some others convinced me to start right now. Finally I'm in the urgent
need of a working german version as well.

I will add a documentation to each translate statement as well containing
file name, approximate line number and a short description.

Since this takes some time, I hopefully will be ready at easter.
