[Phpwebsite-developers] Theme Using XML?

Hi there, I was just wondering why the themes are not just XML files?

That way there could be a "Theme" admin page that would allow all of the XML
tags to be populated via a web page.

Does that make any sense, or am I just talking out of my *aa?
