[Phpwebsite-developers] Uninstall Plugin Script

I have been working on an uninstall script for the plugins in the admin 
screen.   This would help remove plugins from the plugin table.

I am making modifications to the admin.php and user_admin.php files.   Will 
verify everything before submitting it in to have others view it.
