#419 Short URL's

Can we have a way to turn off selectively the short URL feature. I can see where this would be a great feature where you have userssubmitting information or the generalpublic submitting information. But where you have an admin submitting the info itwould be helpful to turn it off say for webpages but leave it active for comments.

A way to turn it off even more specificly would be even nicer but I understand that may just not be possible.
