#409 option dor 'only anonymous viewing'

In the next release there will be an option for blocks called 'allow anonymous viewing'.
I would suggest an extra feature called 'only anonymous viewing'. This would display the block for anonymous visitors, but will disappear if a user is logged in.
Maybe it should be visible for deities when logged in for ease of editing.
