#348 Categories should be known as Tags

The idea of Categories died with Web 1.0. We're all
upgrading to Web 2.0 now, and although the Categories
module in Fallout basically acts as Web 2.0 tags do, I
feel the module should be renamed to "Tags."

In addition, there should be an administrative option
to allow or disallow contributors to create tags to be
attached to their items, much in the way Del.icio.us
and Flickr do.

I am for allowing contributors to tag things, but renaming
probably is not going to happen.
