#1514 Missing or obsolete docs/secure.txt in 0.10.1 distribution?

In the distribution of phpWebsite 0.10.1, I have
noticed that setup/README.txt says: "Please read the
SECURE.txt file before attempting installation."

Also, when I open my browser to run the setup program
at www.yourdomain.edu/setup/ , it says "You need to set
your directory permissions before you continue. Read
the docs/secure.txt file for help on setting the
correct permissions."

Is SECURE.txt really missing or obsolete? If it's
obsolete, then the references to it need to be removed
from the documentation and from the setup program..

    I think README.txt should, probably, be removed from ./setup/.

    ./docs/ is where documentation should be maintained. A
    README.txt resides there, along with an INSTALL.txt that
    covers the "secure" topic.
