#1285 Branch image icons for wysiwyg editor do not show up

I created a branch web site, then on the branch, I
tried to edit some something such as adding a comment,
or editing a web page. The icons for the WYSIWYG
editor do not show up, and instead are replaced by the
alt text very slowly.

The problem is two fold.

First, the icons are placed with the
imageTag("images/javascript...") which does not prepend
a site name, and assumes a relative path. However
core/Text.php function imageTag() line 402 appears to
try and detect a local reference. However if the
$address does not contain the prefix to the
PHPWS_HOME_HTTP then this test fails.

A fix to this is replacing line 402 with:
if (stristr($address, PHPWS_HOME_HTTP .
"images/") || (stristr($address, "images/") == $address)) {

The second problem was that the branch directory did
not include the images/javascript directory from the
main distribution.

Fixing both of these resolved the problem.
