Poll 1.0.0 released

Poll is module for phpWebSite 1.0.0 or later.

A poll module was included with phpWebSite back in the 0.9.x and 0.10.x days. When phpWebSite 1.0.0 was released, the University dropped the poll module. This new module release brings Poll to the phpWebSite 1.x series.
