#16 Optional subscriber list in subscriber admin

I'd like to see an settings option where a list of
users NOT subscribed to the list being managed is
available, instead of requiring the admin to know and
type in the username. I use primarily hidden lists to
subsets of users.

There is a good example in the Edit Screen of the
Manage Users section of User Administration.
