l10n is clear and accurate as is de. This holds true when talking about
gettext po in 0.9.4 too.

Not quite. The filename should be something like:
l10n-de-1.4.tar.gz
- or -
l10n-de-1.4.zip
l10n-de versions 1.0 - 1.3 are in our FRS now.
