Summary: How to upload theme?

Initial Comment:
When I try to upload Christian's theme, I get the
following error:

Uploaded file must be >20 and <256000 bytes.

1/4 MB is a bit narrow for upload capacity!!!

Can you guys help me help the community with
instructions for uploading a new theme?

There is this document on how to use the File Release System

.  Can you point me to the theme that you're trying to add?
 I know larger packages have been sent to the sourceforge
ftp upload area. So I'd like to see the file if possible.
