Initial Comment:
The attached patch replaces the "Other Users" textbox
in the User Admin page into a text area so that
multiple addresses can be subscribed or unsubscribed in
a single operation. The supplied list of addresses can
be separated by blanks, newlines, commas or semicolons.

It can be improved, of course, especially in the
"report" part which is very basic.

explain it to me. i have ftp and control panel access to 
phpwebsite files. please explain.
