As we use empty pages as a place holder we should at 
least have the option to convert empty pages rather 
than have it dictated to us that we can't

As an error-checking measure, Article doesn't allow you to
save empty articles.

If there's not that many placeholder pages, you might want
to put some "Enter Your Text Here" messages in each of them
so that they're not empty.
