The correct command was:

cvs -d:ext:and...@cv...:/cvsroot/phpwebsite-comm import -m "Initial import" -I ! "modules/photobox" vendor start

I opened a SR with the SF staff to correct the problem.

Once the SF staff corrects the problem, I'll give you write access to
your module in cvs.
