Initial Comment:
I'd like to see an approval permission written in for restricted permissions.

Example: a site has 50 articles, written by two different groups, 25 each. Both groups are restricted, and the articles are restricted to each group, 25 for group A, 25 for group B.

I have 2 users, 1 in each group, that need approval rights, but they can only approve articles restricted to their group. Right now I have to give them unrestricted access, or search by group. If approval were a permission in manage users/groups while still keeping said user restricted, it would keep the groups and the content they are responsible for separate.
