phpWebLog is unsupported software now but the problems you're having are fairly general to a 
shared PHP environment. Either you or your host are out of date with your PHP version and/or the 
global configuration. At this point I would personally be more inclined to try PHPNuke as it's more 
forgiving and is being maintained very actively.
