A recent fork was established in CVS, known as phpweblog-xl (extended 
layout).  It branched at 0.5.2 and implements templates (Smarty?) into 
phpWebLog as well as serves as a clean (stable) branch for future 
development efforts.

I'm here as usual, but not as much as a hands-on coder for phpWebLog as 
I once was.
