I have PHP4 installed, however, there is no 'php' command on my computer. any suggestions?
You can just access the page using your web browser. If run successfully, it shouldn't return anything, so you'll get a 'Document contains no data' message.
If that doesn't work, fetch http://phpwebhosting.sourceforge.net/settings.dump and import it into MySQL the same way you did with the values/*.sql files.
