#14 Error 404

Ok...I just downloaded and got phpgroupware installed
and I setup header and everything....when I go to
login.php and type my info in and submit it sends me a
404 page not found page. I checked the source of the
login.php and the form action was pointing to /login.php.
I checked my directories and everything
