Believe your tar file is corrupted. Went to go take a look at it and couldn't read it from either fileroller or the command line:

gunzip phpwebfilemgr-0.5.1.tar.gz

gunzip: phpwebfilemgr-0.5.1.tar.gz: invalid compressed data--crc error
