New project admin

Hey,

I was contacted by Natan off-list about a project in PHP Shell.

As you probably know, I no longer use or maintain PHP Shell. I asked
Natan if we would like to work on the project and he agreed. So I've
added him as a project admin -- hopefully he can bring this project back
to life!
