#80 Usersettings: Set time for alarm before event starts

Since the frontend messages implement a realtime web feature users get informed imidiately if an event (like add a new item or delete something) occurs. Now it´s also trigger a frontend message some minutes before a meeting or some other event starts. With an additional dropdown field the time before the message appears could be specified. Possible values e.g. 5, 10, 15 and 30 before.
At the moment this time is set via a variable in the config.ini to have the frontend messages running.
