The release of phpqadmin 0.4

Now the admin is coming somewhere... :-)

It has a minor support for existing ezmlm-lists, creating new comes perhaps in 0.5.

Filelocks has been added to prevent files to break..

In release 0.5 a simple README file will be included that explains how to install the various packages (including qmail, ezmlm, poppasswd).
