#22 incorrect file name for form action

When trying to create a new section for a poll the
action for the form on that page is "admin.php3"
instead of "extras-admin.php3".

As a result, when the form is submitted, the file
can't be found.

Also there was a semicolon missing in extras-
admin.php3 line 405.
